Moved into house with a BAXI open coal fire back boiler, does anyone know how they work?

If you look up the chimmley, there is a long metal bar with a ring on the end of it, what does it do?

Is this the type with the recessed ash tray under the grate? We had one like that very many years ago. The rod and ring is possibly the flue damper, in one position the fire gases go up the front of the boiler (more heat into the room) and in the other position the gases are directed through and internal flue in the boiler (more heat into the water). Or any gradation between the two.

Is there a small control at the front of the fire at hearth level? If so it has underfloor draught to the fire.
