Beko DL 1243 dishwasher not washing!

Hello. I've had this machine for a few months. It's a cheap replacement but bought new and it's never been particularly good. Recently though it's been going through its cycle and we have streaked and dirty plates with particles dried on, also we keep finding the tablet part dissolved either in the cutlery basket or occasionally stuck elsewhere in the machine. Ivemoved the cutlery basket, still hasn't dissolved properly. It's draining ok.
Any ideas? My wife's at the end of her tether.

I've also noticed that the rotor arms aren't turning. When I open the door mid cycle they're in the same place, though there is water spraying from them. I thought the water was pumped from the bottom, through the spray arms, which made them turn, so can't quite figure this out.

The water is plenty hot enough and the machine is draining freely.

I guess the pump must be working if there is water coming from the blades.

I've cleaned all the filters and stuck my finger in the inlet to check for any obvious blockage.

Something's stopping the blades from turning? Is there a small item jammed somewhere? Have you tried running the dishwasher empty? Remove everything possible.
