i'm guessing that with it not heating the water up, the first thing to check would be the heater element?...this is with electric off. if i do a continuity test across the terminals, if the needle doesn't move can i assume the element is nackered.

If you touch the probes together & the needle moves confirming the meter is ok, then yes it does appear you have an open circuit element.
 
well i put the probes on each of the terminals of the heater element and there was no reading, so i can take it that the element is ok?.
