Blistering paint

Hi people.

I have an older house which has been decorated many times before, and I have no idea how its been prepped prior to each coat of paint. I have applied new paint over the old paint (rubbed down surfaces and cleaned etc) but I have a problem!

As this paint begins to dry, I end up with bubbles/blisters forming where it's pulling the paint away.

I'm aware this is the new paint pulling the old away from tbe wall due to crap preparation in the past. I'm wondering if anyone has any suggestions for a fix? I'm aware this could require the old paint stripping back?

Any suggestions would be great please?

Peel stop by zinnser is good and i expect gardz would work as well, hard to diagnose the cause without knowing the products
