blocking old drain in concrete floor

Any suggestions as to the best way to block/cap an old drain where a toilet has been removed?

It's in a ground floor bungalow where the room is no longer a bathroom. Floor has 4 inch hole leading to manhole outside via usual 4 inch pipe. Nothing else uses the pipe so my thoughts are to block it up with concrete or something equally permanent, then lay the floor on top.

Should I worry about damp coming up though the floor???

Should this be in the building section???
