"Blown" Skirting Board

Good afternoon everyone

Yesterday, I noticed that one of the skirting boards in my flat has "blown', which is right next to the set of UPVC double doors for the juliet balcony. I have not ever noticed any dampness in the area, and I cannot immediately identify any areas around the door that could be leaking. Any ideas?

What kind of tradesman would I get in to take a look? I was thinking just a general builder, if there is such a thing?

It's not too bad at the moment, but it would be good to get a ladder up the balcony doors, just to check for any splits or missing sealant.
It is usually dampness that causes this.

Even condensation can blow mdf skirting , it's not moisture friendly, occasional rain getting inside is enough to do that if not wiped up immediately.
