Am I correct in thinking that a bolt with a diameter of 10mm is listed as M10???

I need some bolts which will fit into a 10mm hole (the hole is actually 10.XXmm) and I need to know what to buy.

M10 will fit a 10mm hole but you might need a file to ease the hole if it isn't round. Drill bits are quite good at making non-circular holes.

I have been trying to establish the hole size and I am able to fit a 10mm drill bit (shaft end) in the hole with a little bit of play.

I want as tight a fit as possible and I don't think there is such a beast as a 10.5mm bolt so I am assuming an M10 will be the best thing??

M10 is what you need, and drill a 10.5mm hole for clearance. As Jack says, you may get lucky with the fit of the bolt shank.
Your next general size up is 12mm.
