Bosch Exxcel 1200 Express not spinning fully

I have a Bosch Exxcel 1200 Express that would not spin it went to 11 on the display and then 10 then to 1 as described on other posts.I've changed the brushes as suggested and it is now spinning.However it wont carry out a full spin but goes to 6 and then to 1 again so the clothes are still wet.Its also making a whining sound that I assume as others are due to the new brushes any ideas ??
