If you have rads fed from the floor above and the sludge is so bad that the bottoms of the rads are cold then I dont think any of those simple options are likely to help.
You have the option of power flushing or taking the blocked rads off and flushing with mains water in the garden to see if that will remove the sludge. Sometimes it hardens and is very difficult to get out.
Its risky for a DIY but an acid treatment like DS40 can be used but that risks many leaks from valves and rads.
