Broken ring main or two radials?

Hi - I'm curious to know how my house is wired...any help or safety advice would be appreciated.

I've got, it seems, two radials connected to the same 30A fuse at the Consumer unit. One of these radials feeds 7 single and 4 double sockets upstairs and down with no spurs. The other radial feeds 2 doubles in the utility. Both circuits are on 2.5m cable.

Here is where I need help! Both radials end at almost the same place - kitchen inside wall/utillity outside wall. Was it once a ring circuit or has it been deliberately left as 2 radials? Couldn't I connect them together and make a ring? The JBs seem to already be in place. However if I join them up, I will be making two spurs (because of the position of the JBs) each with 2 double sockets, and I know this is against the regs. In regard to adding extra double sokets in the future, should I leave things as they are, or would I be better off with a ring main?

2.5mm² radials should never be on a 30A fuse. They could be connected together, but first, disconnect the circuit at its origin and measure the continuity on the 2 lives and 2 neutrals. If there is no continuity, then connect the sockets together and test again at the origin (all with the power still off). There should be continuity. If not, you've got your theory of how its wired wrong and they shouldn't be connected where you thought!

If you cant correct it soon, then for now, replace that 30A fuse for a 20A. Then at least the circuit will be adequately protected.
