Brown powder on concrete floor

I have removed a built-in cupboard in my house (ex-local authority, built late 1940s).
The floor is covered in a soot-like brown powder/dust type of substance..
The floor is concrete with vinyl thermoplastic tiles on top.
However, there are not tiles underneath the cupboard.
Can anyone advise what the brown powder/dust might be?

Just a long shot, but have you tried a magnet it looks a bit like rust.
