Bubbles in plasterboard...

Previously papered plasterboard, stripped bare and dents and dings filled with polyfilla, then sanded flat to take emulsion. Thinned coat followed by two unthinned coats has lead to the pollyfillered areas bulging slightly and the previously feathered edges raising slightly. I am guessing it is down to the filler taking up more moisture than the surrounding plasterboard?

So, what have I done wrong and what should I do with the next walls I tackle to prevent re-occurence?
