Build a modern white garden wall...how?

Hello y'all
*Novice alert question!*

I'm just wondering what tips folks can offer to build white walls for the garden. I presume it's just an ordinary brick wall, platered over and then painted white......but DIY never seems to be that straightforward.
What I want to do is build a few walls about 3 foot high that I can fill with soil for plants and to grow veg.
Hopefully this pic gives you an idea of what I can't explain very well...!

a simple rendered block wall would be fine, get yourself down to the library and get a book that explains the basics then come back with any specific queries you have.
