2. It's a good point to drain the heating system.
3. I like the silicone around the cover, that will stop the leak.

Nothing wrong with a 'Build over' provided its done properly. Internal chambers are best avoided, but if they simply have to be there, then double sealed, screwed down covers are a Building regs requirement, to prevent exactly the type of thing that's happened here.

Double sealed build overs are fine, just not over a public sewer.
