Business use - what is allowed?

Live in Residential street, nearly all detached properties. A neighbour is a builder and has a skip semi-permanently in his drive. Uses it to get rid of building waste he brings home in his van. Is this allowed? Should there not be some regulations that control this commercial waste disposal? There might well be hazardous waste included - apart from the poor image this sort of activity creates. Any suggestions which regulations he might be in breech of? Council does not seem to care, treat it as if a resident has a skip in the normal course of some building work done on his house.

The councils environmental health dept should care about the use of the property as a waste transport station

The councils revenues dept should care about the business rates too

And the councils planning dept should care about the business use

Seems like you have a very uncaring council

But I don't know what relevance "all detached properties" has or "the poor image this sort of activity creates", unless you just don't like a builder living in your street?
 
tks no problem with builder, but rules are rules, otherwise everyone could do any business, start a mini steel plant for example etc, but tks for the reply, though not sure what is in discretion of council and what is regulated. Also not easy to interfere, chap is aggressive, threatening, so not easy to be open to council, don't want the house on fire one day.....in case you know what I mean. Know lots of nice builders/craftsman, this one is a nasty one
