Live in Residential street, nearly all detached properties. A neighbour is a builder and has a skip semi-permanently in his drive. Uses it to get rid of building waste he brings home in his van. Is this allowed? Should there not be some regulations that control this commercial waste disposal? There might well be hazardous waste included - apart from the poor image this sort of activity creates. Any suggestions which regulations he might be in breech of? Council does not seem to care, treat it as if a resident has a skip in the normal course of some building work done on his house.
