Bypass valve

The pipes to it get hot as soon as the system starts up. I'd much rather the heat go into the cylinder!
Just because the pipes get hot it doesn't mean heat is being wasted (if that's what you thought). Hot water bypassed back to the boiler raises the return and flow temperature causing the gas to throttle down (modulating gas valve) or go On/Off (non-modulating). If everything is working OK I wouldn't worry about it.

I have some rads not getting hot.

Yeah I know I’m not wasting money, but I would rather the heat go elsewhere
 
While working in the airing cupboard today I notice the pump runs on for a while once the boiler is commanded off and the abv does something useful at this point.

Yeah. Just wondering what’s meant to happen if it wasn’t there!

As the boiler has one built in, does it just pump round the boiler itself ? Seams. Pointless
 
If it stops the boiler from overheating, then i'd say it's served it's point.
