can get hot water but heating omly comes on upstairs

Hi could anyone help me when i switch heating on the hot water tank heats up and the radiators come on upstairs but not downstairs tried bleeding them but doesn't work, also tried turning radiators off upstairs on doing this downstairs come on but only give out small amount of heat any ideas

check the pump is running

undo the screw on the front and make sure the shaft is turning

cheers i'll give it a try when get home, if shaft is turning do you think there could be air in system, all pipes are hot upstairs but stone cold down stairs
