Can you fit replacement windows from the inside?

Do windows always have to be fit from the outside? We had a quote from someone who was proposing to fit replacement windows from the inside. In the past our windows have always been fit from the outside.

We're having PVC window frames to replace wooden ones. Is there any reason why he would prefer to fit them from the inside?

Perhaps he doesn't like heights or is concerned about H&S legislation on working from ladders! No reason why they can't be fitted from the inside but the outside of the frames will have to be sealed to the structure & I don’t see how he could do that easily or neatly from the inside.
 
If a property is rendered on the outside it is sometimes better to 'make good' on the inside rather than damaging the render on the outside.
