Is it just a camera intended to feed a TV, or a monitor, or perhaps an IP camera?

The latter can be fed via LAN, to Internet and then becomes accessible live anywhere.

If you can view it on your iPad at home then chances are you simply need to setup port forwarding and work out your external IP then you can view outside your home.
