Ceilings in house, why??

We have decorated here before (rented house) and never thought much of it, but now we have flaking on the edges of our bathroom woodchip ceiling, I looked at all the other ceilings in my home and noticed something weird.

Every single ceiling in my home is woodchip, but around the edge of the ceilings (all of them in every room) there is a border, thats also painted white like the ceiling, it looks like someone has gone round it with masking tape then painted it? It doesn't look bad being honest, and doesn't bother me, but why would this be in every single room? I wonder if there is a logical reason?

I am thinking of buying similar sized tape, and bordering the bathroom ceiling (fixing the loose edges) and painting it white with a brush so every room looks the same lol. What kind of tape would it likely be? Masking? Someone mentioned it could be painters tape, isn't that the same thing?
