Hi some of the cement is missing that has been put round the bottom of outside house walls the original seals the gaps from the flags to house wall if you know what I mean?

Would the missing cement eventually cause damp in the house? and what cement mix should I use to replace it?

Almost certainly not if the house has a conventional damp-proof course at normal height, which most do.

It can be left, but maybe worth pointing it up if only to stop any seeds or weeds growing.

A bit of sand/cement brushed in dry and then tamped smooth - 3 to 5 parts sand to one cement. But mix is not that important you can just use sand if not that wide a gap

But TBH, its not worth buying a whole bag of sand/cement if most will go to waste
