Cement mortar repointing

I am a newbie, and not particularly practical but hoping to develop, please be kind.
I live in a Victorian stone built house. There are damp issues. I have done usual things such as improve ventilation and heating. However, I have read that if the original lime mortar has been replaced with cement mortar (which it has) then this can worsen the situation. Does anyone have experience of this ?
If it does worsen it; other than repointing the lot are there simpler and cost effective ways to improve things.

It's a technical possibility not a certainty.

Your damp issues will most likely be the result of a different cause to the pointing, and that's what you should determine and deal with.
 
Thanks Woody. I am trying to deal with other causes but just hoping to find out if I could even a little difference with the pointing.
