Central heating on all the time!

My central heating is staying on. I've turned it off at the timer and the thermostat is above the temp it would kick in. The only way I can turn it off is to turn off the boiler. The boiler also heats the hotwater tank.

It sounds like your motorised valve is seized in the on position. With the power off the manual level should have a positive resistance when you try to move it and then spring back. In the wiring centre check for 240V on the orange wire.
 
..Or it could be your PCB (Printed Circuit Board)
What boiler do you have?

Do you have a frost thermostat fitted, either remoteley or built in?
