Central heating problem

My son has moved into a flat he's renting and the heating system is not working. It is run by a back boiler, behind the gas fire. In the airing cupboard is the H/W cylinder, with a cold tank over the top, the controller/timer is on the wall in there. When we put it on c/h, only three rads out of the 5 get anywhere near warm, the other two (I suppose they are the last in the line) stay cold. Also, after only about 10 mins the boiler stops working, and even though I turn the thermostsate up, it does not start again? Can anyone assist please.
The pump is located in the airing cupboard and seems to be running.
(The landlord does not want to know!)
If I buy flushing/cleaning solution, how is it applied? Tipped into the header tank?
