Central heating -whistling noise

My central heating system whistles when it first comes on (happens only in heating mode not whilst heating water only) for a period of 10-15 minutes and then it is ok.My boiler is a Glowworm ultracom 18hxi.The engineer from Glowworm diagnosed this as being due to chemicals having been left in the system when it was installed (I am the first resident in this new build) I had the system fully flushed out and inhibitor introduced and a Magna unit installed but the noise continues.The plumber who did the work said it might be due to the pump having no speed control fitted and a new pump might solve the problem.Any ideas anyone?

It could be a Combustion problem,
Premix burners when dirty can emit a high pitched whistling noise
when was the boiler last serviced?? ;)
