If terminal 3 from your programmer goes to common on the cyl stat that is correct. The other terminal on cyl stat goes to the brown on the hw 2 port valve.
Very difficult to check someone's wiring at distance with a couple of images. Have a look at this website for some very clear diagrams on S Plan that you should be able to follow.
