change of use

i want to change my garage into a bedroom looked online and got the idea that i only needed to have it pass building regs not get planning for it but now someones told me i need planning permission to change it from a garage to a bedroom?
its built onto my house and has acces from my house was going to block up front and put a window there

In the majority of cases you don't need PP .... unless there is a specific condition on the original house permission or if its in a conservation area or such like
