One could argue it was the other way round.

The powers that be wanted to regulate electrical work in the home and bring it under the control of the Building Regulations.

Therefore they thought up notification and the schemes and then wrote Part P - which is more important for its definition of places where they would apply rather than its bland (obvious) main statement.

They didn't have to 'think up' notification, since that has always been there, for every type of building work listed in Schedule 1, since the inception of the legislation. Hence, all they had to do was to bring electrical work into the scope of the regulations (by adding it to Schedule 1, as 'Part P') and it then automatically became notifiable.

However, you illustrate that the two things are inextricably related, which I why I started this by saying that eric, although wrong, is only 'slightly wrong'. As you say, notification is about regulation, but one can only regulate by determining whether work is compliant with 'the requirements' - which, in this case, are given (albeit in the vaguest possible terms) in 'Part P' of the regulations. In mechanistic terms, it was therefore necessary to bring electrical work into the scope of the regulations (by adding part P), and define what 'the requirements' were, before it could be 'regulated' (by notification).
