Changing bath taps

I'm replacing my bathroom taps but it doesn't look like there's an isolation valve, is this unusual for a new build?

Nothing I come across on a new build surprises me any more. Strictly speaking there should be ISO valves but they ain't going to jail if they're not there. At least it looks like they installed a blending/mixing valve attached to the hot on the bath.
 
New builds are generally built down to a price, and valves cost money. I'm surprised they've used copper pipework there; you'd normally just see a forest of plastic
