changing garage door to french style windows

hi i have i think is an 8 foot wide (or there abouts) electric garage door, the garage is connected onto the house but has never been used as a garage, more of a salon and toy room the floor is lino the only thing missing is heating

would it be ok to fill the whole space with a french window or some other pvc type of door/window combo? the garage is on the side of the house and the door faces the same way as the house front, i know it would probably be more proper to block and put a window in but i was thinking that if we could have the pvc put in then we could leave the garage door in place and if we ever sold the house or wanted to use it as a garage then the choice would still be there we would just need to pull the doors out again

any ideas or suggestions as my thinking is in very early stages would be very helpful

i could be wrong
but i believe if you alter the appearance off the front you need planning permission
