Coal chute at front door

I have an open coal chute directly in front on the front door. It looks to be made of brass? I can see a chain and there’s a plant growing in there too!
Obviously water is getting in, especially today as it’s tonking it down. However there is no sign of the chute opening in the cellar, with no sign of damp directly around where you think the coal would have appeared on the past.
Another problem is that twice I’ve got my heel caught in the grid resulting in a sprained ankle. So what’s the best way of filling it up? Do I just throw a load of cement down and hope for the best with a layer of tarmac? The pavement is covered in tarmac (the council having removed the original paving years ago).

You can sell it to a collector of such things, they are much prized.

After taking it out, you can put a paving slab over the hole.
