Cold radiator in attic

Hi, New to this forum, but parents have a radiator in a converted attic that hasn't worked for over a year.A friend suggested valve could be blocked? would this be the most likely cause?.
Any help appreciated.

KevPlumb is right, with so little information you are inviting guesses.

Here's mine!
Turn off CH & HW, turn off both rad valves. Try bleeding air out of the rad, air may come out. Open one of the valves and bleed again for a short while. Shut this valve and bleed until the air stops. Open the other valve, if you can bleed air now there is no blockage in the pipework / valves.

Open both valves (see balancing) and bleed until the first bit of water comes out, turn on the heating and test.

Is the header tank at least 2 feet above the top of this radiator?

Has it got a TRV (thermostatic valve) at one end? If so, these can jam if they're left switched off for any length of time.

Freeing them up isn't too tricky - take the plastic head off (unscrew the collar by hand, or loosen one screw), spray with WD40, then wiggle the little brass pin up and down with a pair of needle nose pliers until it pops up and stays up. Then, set the head to max and put it back on.
