Cold taps in bathroom cutting out

When we moved into our house we found that the cold water taps in the bathroom - both basin and bath - cut out if only turned on slightly, eg, to brush teeth. If you then turn them higher then they work fine, but we don't always want them at full blast.

We've tried changing the taps but still have the same problem. Any ideas what could be causing this?
