combi boiler inhibitor installation?

Hi , I have two problems, firstly, how do I add flush and inhibitor to my combi boiler?
And, secondly, my radiators are not getting up to heat, boiler set on maximum, correct boiler fitted for the house, some radiarors are cold in the middle at the bottom only (the ends are warm), tried bleeding.
