Commercial CH bathroom radiator shunt

Hello

This is a large system with 64 radiators fed by two biomass boilers via heat exchangers

Looking to replace a radiator in one of the bathrooms presently

I note that there is an inlet and outlet as would be expected

However, the two pipes are connected by a shunt pipe without any obvious valve in between (ie the shunt is running with flow parallel to the radiator)

Would value gaining an understanding of this
