concrete floor

hello, im going to have my extension floor rasied up (including manhole cover) to the existing house floor level with concrete then a top layer of screed. can someone explain to me how this has to be done please.?.......

Lift the cover to the finished floor level, then pour in the concrete, then trowel it smooth.

Why do you want concrete and screed?

what about vented the floor? is there a sealant that has to go down?
 
does anyone know the regulations regarding a concrete floor? insulation? ventilation?

Is a two way street, and be more inclined to ask for what specification you are proposing and then you ask if it is OK, rather than write an essay on how to lay a floor.

25mm blinding
100mm hardcore
.... is common

Lay 100mm underground pipe to ventilate the existing or use 2x 68mm downpipe sections per airbrick
