connector block

I have just had a fitted kitchen installed. Is it acceptable to use connector block for lighting circuits. I was under the impression it was unacceptable for a company to do this in my house. The cables are just lying on top of my wall units wrapped in insulating tape. Surely this ain't right????

No, electrical connections should all be enclosed - even ELV (extra-low voltage) ones !
