Depends what kind of survey: valuation homebuyers, structural etc? Frankly all surveys carried out except those undertaken by structural engineers are usually not worth the paper they're written on and they are unlikely to pick up fire regs issues.
 
Well as FMT mentioned, they wouldn't have picked up on anything else apart from structural alterations. If the opening up of the staircase involved the removal of non-load bearing walls, then he/she wouldn't have picked it up. However, they should have picked up the alterations to the opening up of this wall to the rear.

Not really, they are doing what they are legally obliged to do. I've seen this happen a few times.

The lack of separation between the habitable rooms on the ground floor and the escape route for the first floor is a good call IMO.

Yeah, I agree...didn't realise at first the removal of the wall had opened up a whole new can of worms :cry:
