Convert condenser boiler from open vent to sealed?

Edit: The cold feed and vent isnt the best but again wouldnt cause your fault.

The white overflow pipe running from the cold water (F&E) tank to external air drips constantly when either or both of the hot water and heating are on.

Is that related to an excess of water going into the tank from the vent pipe? Would that be an indication of any problem?

Thats more than likely to be your ball valve needs adjusting or the washer is damaged/ball flooded.
