Cut Groove in Concrete Block

I need to cut a groove in the top of a block wall that surrounds my concrete driveway. Obviously I'll sweep away any standing water whilst I cut the groove and won't be doing it whilst it's raining.

Do I need to wait for everything to be dry or is it a problem to cut the block whilst it's wet?

In trade you are required to wet cut stuff like this these days to control dust, so why would there be? (Other than the risk of electric shock if you are daft enough to be using a 230 volt tool without an RCD plug)

If an angle grinder would do, then maybe buy a compatible with your other tools battery operated one or hire something for £40-50 a weekend?
