damaged area where windows put in

We've removed wallpaper from the upstairs bedrooms and there is alot of damaged plaster and the wall underneath that. It looks like when the windows were put in they hired a couple of monkeys, its an ex council house. Its cracked from inside the top corners of the window reveal (?) out around the corner of the wall and near enough up to the ceiling. We thought to remove all the loose bits and chunks and fill it in but wanted to check that was the right course of action!

Or replaster it - cheaper for larger areas. Sounds about right to me. Check your windows aren't letting in water first though. Plaster doesn't like damp.
