Damp proofing or not

I have had 3 quotes to lay a solid oak floor on concrete.
The 1st one tested the floor and said we didn't need to have it damp proofed, both the other two advised me to have it done, one saying it might get damp after bad weather and the other one saying it before even seeing the job.The cheapest quote was from one who suggested we had it done and the dearest from the chap who said we didn't need it.
They all have good references.
Any opinions?

The correct test will take a minimum of 24hrs to take a reading. There are meters on the market that will read straight away but they are very very expensive. ( also not recommend method for testing ) I guess the other two fitter are talking about a vapour barrier which is only used on a floating method.
