Decking over old fishpond

Hi,

The recent burst of sunshine has inspired me to get out and do things, sadly, the sunshine has now gone - but my desire to ask lots of random questions of forums has not.

My house (which regular readers will know I love) has an old fishpond at the bottom of the garden; it's long since been filled with dirt and other choice items (nettles and brickwork) by the previous owner, but her indoors has suggest that perhaps we put decking over it and use it as a place to enjoy fine wines - I am just back from holiday so forgive the overgrown appearance...

Would it be okay to create a square-ish frame around the outside of the former pond to use as a base? Securing the wood into the concrete base - or should I have the wood at ground level but high enough to go over the top?

ALSO! What would be the best plan of action for the soil underneath once I'd tided the area up (if any) - as we back on-to a field we tend to get all types of wonderful weeds growing in our garden...
