Dimplex electric heater in bathroom

Hi
When I moved into my new property, it has this electric heater in the bathroom.
It turns on but it's extreeeemely slow in heating up. Is this normal?

I haven't used such electric heaters in bathrooms previously.

It's not really a room heater, it's a Dimplex DLR towel warmer, it has a small heating element of only 350W (watts) and is designed to warm towels hung over it. Sometimes they can provide enough heat for a small, well insulated bathroom if left on permanently, provided it's not completely covered with fluffy insulating towels. :rolleyes:

Heaters specifically designed to heat the room are normally rated somewhere between 750 and 2,000W
