Dimplex electric heater in bathroom

Hi
When I moved into my new property, it has this electric heater in the bathroom.
It turns on but it's extreeeemely slow in heating up. Is this normal?

I haven't used such electric heaters in bathrooms previously.

It's not really a room heater, it's a Dimplex DLR towel warmer, it has a small heating element of only 350W (watts) and is designed to warm towels hung over it. Sometimes they can provide enough heat for a small, well insulated bathroom if left on permanently, provided it's not completely covered with fluffy insulating towels.

Heaters specifically designed to heat the room are normally rated somewhere between 750 and 2,000W
