diy conservatory problem

Hi all
i am thinking of getting a conservatory on the back of the house, which is the only place i can put it.
i have a problem, the waste pipe is in the way, if i had to move it would i need planning permission?

You can route the waste pipe how you like as long it can run away. Some people make a inspection cupboard or removeable box to hide it.
