Does metal capping count as mechanical protection

I'm of the opinion that metal capping is not sufficient as mechanical protection when used outside of the safe zones but a friend of mine disagrees.

Could anyone be so kind as to settle this dispute?

Is there anywhere in the regs that specifically states what constitutes mechanical protection?

No, it does not provide enough protection for outside the safe zones. It provides protection for a plasterers trowel.
There is a bit in the regs, see 522-06-06
 
TO BE ADEQUATE FOR PROTECTION UOTSIDE OF THE ZONES IT HAS TO B EARTHED

More specifically, the earthed covering should be suitable for use as a protective conductor.

But this oft-debated topic is largely irrelevant. With a bit of thought you can always run the cable in permitted routes.
