I'd like to fit white surface mounted downlighter spots under my fascia boards (low voltage, use no energy, free to leave on, that sort of thing !) . I'm having trouble finding what I need. Any ideas ?

Try glow worms and cellotape. Very cheap to run, just the odd leaf to chew.

Those are not surface mounted, and would struggle to be much less energy efficient

Well, you're the lighting geezer, but I would say that you should use IP44 minimum outside.
