Downstairs toilet smells after use?

Hi, I have a up and downstairs toilet, but they are on the front and back of the house. The upstairs goes to the mail waste pipe and vents out of the roof vent. The downstairs, think is an add on later. The soil stack vents in to the room the toilet is located, next to the pan. After a use! The smell stays in the room for a long time. Is this because of the vent does anyone know? If so, can I move it? It is on 2 outside walls so if its possible could I take it out through wall?

I can post pics if it will help.

There is a plastic cap on the top, with small holes I thought were vents?
Do you think it could be another reason for the smell then?
