Draft from extension roof fascia

Hi, hoping for some advice, Any help appreciated! So we bought a house last year which has a large flat roof kitchen extension, it has a floating ceiling (not sure what terminology is so have attached photo) which holds the extractor fan….all well and good in the summer but over winter the kitchen was freezing due to a huge draft coming in through this ceiling.
Looking outside at the roof there is a gap between the wall and the fascia so the wind gets in through gap. Should there be a soffit here? Although doesn’t look like enough room. Can I either add a soffit or maybe block with expanding foam or similar? Thanks.
